Palabras de Su Majestad el Rey al recibir el ?Deutscher Medienpreis 2006?

uchísimas gracias por sus sentimientos de pesar, que transmitiré a los Príncipes de Asturias, ante la muy triste noticia del fallecimiento de la hermana de la Princesa de Asturias, que mucho sentimos en toda la Familia Real.

Señor Ministro Presidente del Land de Baden-Württemberg

Señoras y señores,

Los españoles siempre hemos encontrado, en Alemania y en el pueblo alemán, un especial afecto al que hoy quiero corresponder, reiterando en Baden Baden mi respeto y admiración hacia este gran país.

Un afecto mutuo y una amistad recíproca, que hunden sus raíces en la Historia, en percepciones colectivas y en amplias realidades de intensa cooperación, que explican el sólido entendimiento hispano-alemán y nuestra común apuesta por una Europa más unida, fuerte y solidaria.

Esos sentimientos son para mí los que, ante todo, se reflejan en la concesión a mi persona de este preciado galardón.

Los que permiten entender las muy generosas palabras, gestos y atenciones de que acabo de ser objeto.

Muy generosas palabras del Señor Kögel, del Señor Aust, y de nuestro gran músico, Plácido Domingo, que mucho agradezco. Agradecimiento también a mi buen amigo, el Presidente Bill Clinton, por su mensaje lleno de la cordialidad e intensidad que marcan una muy preciada amistad.

Asimismo, múltiples gestos y atenciones en la esmerada organización de este Acto -como la actuación del espléndido Coro de la Universidad Rey Juan Carlos- a los que soy especialmente sensible.

Muchas gracias a todos. Muchas gracias por la concesión del ?Deutscher Medienpreis 2006?.

La calidad del Jurado, representativo de importantes medios de comunicación alemanes, refuerza en mí ese sentimiento de gratitud.

Y es que los medios de comunicación alemanes se distinguen por su peso, independencia e influencia, y por haber seguido con especial interés la formidable transformación y modernización de España en las últimas décadas.

Asumo muy honrado este Premio que entiendo dirigido, ante todo, a subrayar los admirables méritos y logros del primer protagonista de la más reciente Historia de España que, no es otro, que el pueblo español.

Un pueblo que hace casi treinta años recobraba, con ilusión y esperanza, las riendas de su propio destino para, sobre la base de la reconciliación y de la concordia, construir una España democrática, moderna, cohesionada y solidaria, capaz de recuperar su puesto en Europa y en el mundo.

Una tarea apasionante que exigió muchos sacrificios y renuncias, mucha generosidad y tolerancia, para superar los viejos fantasmas de división entre españoles y las secuelas de una trágica Guerra Civil.

Esfuerzos que compartieron todos los partidos del arco democrático, animados por el común espíritu de superar los avatares de nuestra compleja historia constitucional y de poder edificar juntos, una España de todos y para todos.

Desde mi firme compromiso personal e institucional de servir fielmente a España como Rey de todos los españoles, dediqué lo mejor de mí mismo a estimular, moderar, encauzar y articular, lo que entendía, lo que pulsaba, era el verdadero afán colectivo del pueblo español.

Ese es el sentimiento que dominaba mi corazón cuando, el día de mi Proclamación como Rey, afirmé que se iniciaba una nueva etapa para la historia de España.

Aún recuerdo la amplitud e intensidad de las dificultades e incertidumbres, pero también la voluntad de convivencia y la fe de los españoles en el futuro, también el liderazgo inteligente y responsable de los principales líderes políticos, económicos y sociales, además del aliento de muchos países amigos, entre los que, sin duda, Alemania ocupó un lugar destacado.

Salíamos de casi cuarenta años de autocracia, con una coyuntura económica y social, nacional e internacional, que no era la más favorable.

El instrumento básico para poder culminar con éxito tan complejo y apasionante periodo, conocido como el de la Transición, fue la búsqueda permanente del consenso, anteponiendo el interés general sobre los enfoques puramente partidistas, sabiendo primar lo fundamental sobre lo accesorio.

El resultado es bien conocido. En diciembre de 1978, los españoles supimos dotarnos de una Constitución verdaderamente integradora, hecha por todos y para todos, producto del más amplio consenso nunca alcanzado entre españoles.

Una Constitución moderna y avanzada, garante del más amplio abanico de derechos y libertades, con instituciones sólidas y representativas, que asegura la estabilidad y el progreso, así como una justa articulación de nuestra rica diversidad territorial.

Todo ello en torno a una Monarquía parlamentaria, símbolo de la unidad y permanencia del Estado.

Una Constitución que explica que España haya recorrido en estos últimos casi treinta años el más largo periodo de democracia, estabilidad y prosperidad de su Historia.

Una Constitución de incontestable valor para seguir avanzando en el presente y para poder preservar nuestro bienestar, estabilidad y armónica convivencia en el futuro.

España se había reencontrado a sí misma. Unida en torno a un gran pacto, respetuoso con la pluralidad de nuestra sociedad y con la riqueza de su diversidad que nos llena de orgullo y engrandece.

Ante el inaceptable intento de quebrar ese proceso por la fuerza, la Corona hizo lo que tenía que hacer, cumplió con su compromiso y obligación de asegurar la legalidad constitucional, de estar siempre al lado del modelo democrático producto de la voluntad popular.

Señoras y señores,

En el plano exterior, España logró recuperar su puesto en la construcción europea, en las estructuras euro atlánticas, y en la escena internacional, junto a todos aquellos países que apuestan por la paz, los derechos humanos, el progreso y la solidaridad.

Alemania bien sabe de la activa participación de España en la construcción europea, de nuestra apuesta por Europa, también de nuestra gratitud por la solidaridad comunitaria que ha ayudado a nuestra modernización.

La reinserción internacional de España, ha permitido asimismo dar un nuevo impulso y contenido a nuestra profunda vocación iberoamericana, contribuir a la articulación de las Cumbres Iberoamericanas, y situarnos en cabeza de la inversión y cooperación al desarrollo en dicha región. Al mismo tiempo, ha contribuido a nuestra voluntad de estimular nuestros lazos bilaterales y los de la Unión Europea con el Mediterráneo.

Algunos datos ilustran la magnitud de los cambios económicos y sociales vividos por España.

En pocas décadas hemos pasado de ser un país de fuerte emigración, a un país de intensa inmigración; de ser un Estado susceptible de recibir ayuda al desarrollo, a situarnos en el pelotón de cabeza de los principales donantes de ayuda al desarrollo; de ser un importante receptor de inversiones extranjeras a ser, también, uno de los principales exportadores netos de capital a nivel mundial.

España crece por encima de la media comunitaria, ha reducido de forma importante el desempleo y ha elevado sustancialmente su renta per capita.

Dispone de una buena sanidad, de un avanzado sistema de prestaciones sociales, de un extenso sistema educativo, y de nuevas y modernas infraestructuras de transportes y servicios.

Por todo ello, creo poder afirmar con especial satisfacción que hoy España es un país moderno, dinámico, abierto, próspero y solidario.

Un país que, sin embargo, viene padeciendo desgraciadamente la barbarie terrorista. De ahí, nuestra prioridad esencial e irrenunciable de acabar con esta lacra siempre cruel, sanguinaria e inaceptable, que tantas víctimas ha causado en España.

También tenemos planteados problemas, retos y desafíos, algunos antiguos o estructurales, otros producto de nuestro desarrollo más reciente.

La mejor solución para afrontarlos con éxito y para seguir modernizando España, pasa por redoblar nuestros esfuerzos como sociedad madura, consciente del valor del método y del marco que explican estas décadas de fructífera convivencia, de estabilidad y progreso en democracia y libertad.

Voluntad de entendimiento, unidad ante los grandes retos, eficaz funcionamiento de las instituciones, cohesión y solidaridad entre los españoles, son algunos de los elementos básicos para seguir construyendo una España siempre mejor.

El servicio al Estado de derecho democrático, el compromiso con el marco constitucional y la entrega a los españoles, son las claves de la Institución que represento como símbolo de la unidad y permanencia de la Nación Española.

Cuando hablo de España y de los españoles me pasa, como decía Goethe, que ?puedo ser sincero, pero no imparcial?. No en vano, el servicio a mi país y a mis compatriotas, son la razón de ser de la Corona.

Tres décadas después del inicio de aquella formidable transformación de España, el norte que me anima como Rey, y que guía institucionalmente a la Monarquía parlamentaria, sigue y seguirá siendo impulsar, integrar y encauzar, en el marco de nuestra Constitución, cuantos esfuerzos permitan alcanzar nuevas metas de progreso y bienestar como gran Nación democrática, unida, moderna y solidaria.

Una tarea que el Príncipe de Asturias sabrá asumir en su día con profunda entrega, sentido de la responsabilidad y eficacia.

Muchas gracias de nuevo por el ?Deutscher Medienpreis 2006?, por la hospitalidad que recibo en esta preciosa villa balneario de Baden Baden y por la paciencia y atención de cuantos me acompañan en esta entrega.

Thank you very much for your message of condolence, which I shall pass on to the Prince and Princess of the Asturias, on the very sad news of the death of the Princess of Asturias? sister, which was deeply felt by all our family.

Minister-President of Baden-Württemberg,

Ladies and Gentlemen,

We Spanish have always encountered, in Germany and among the German people, a special warmth, one to which today I should like to respond in kind, reiterating in Baden Baden my respect and admiration for this great country.

This mutual regard and shared friendship are deeply rooted in our History, in joint understanding and in broad-based realities of intense cooperation, which all go to explain the solidly-grounded German-Spanish understanding and our common endeavours in favour of a stronger, more united and more supportive Europe.

I believe it is these sentiments, above all, which are reflected in my being presented with this esteemed award.

It is with these sentiments in mind that we must consider the very generous words, deeds and kindnesses I have been offered.

Very generous words from Herr Kögel, Herr Aust and our great musician, Plácido Domingo, for which I am very grateful. I also thank my good friend, President Bill Clinton, for his message of cordiality and warmth, reflecting a friendship I value very highly.

My thanks, too, for the many thoughtful acts and considerations arising from the excellent organization of this Event, such as the performance of the splendid Choir of the Rey Juan Carlos University, musicians of whom I am especially appreciative.

Thank you all very much. Thank you very much for awarding me the ?Deutscher Medienpreis 2006?.

The prestige of the Jury, which represents important elements of the German media, increases my feelings of gratitude.

And it is a fact that the German media are noted for their gravitas, independence and influence, and for having followed with special interest the impressive transformation and modernization that Spain has undergone in the last few decades.

I am honoured to accept this Prize, which in my view is intended, above all, to highlight the admirable merits and achievements of the main protagonist of Spain?s most recent history, which can be none other than the Spanish people themselves.

Almost thirty years ago, the Spanish people recovered, with enthusiasm and hope, the reins of their own destiny, so that on a foundation of reconciliation and harmony they could build a democratic, modern, cohesive and supportive Spain, one capable of regaining its place in Europe and in the world.

This was a stirring mission, which demanded much sacrifice and forgoing, and much generosity and tolerance, in order to overcome the ancient demons of division between Spaniards and the consequences of a tragic Civil War.

These efforts were shared among all the parties in the democratic spectrum, urged on by the joint will to put behind us the vicissitudes of our complex constitutional history and to be able to create, together, a Spain that belongs to us all and is intended for us all.

In accordance with my firm personal and institutional commitment to serve Spain faithfully as King of all the Spanish people, I devoted my best efforts to motivating, moderating, channelling and expressing what I understood, what I felt in my being, to be the true wishes of all the Spanish people.

This was the overriding sentiment in my heart when, on the day I was proclaimed King, I said a new era was beginning in the history of Spain.

I still recall the extent and the intensity of the difficulties and uncertainties, but also the wish for a society to be peace with itself; I remember the faith of the Spanish people in the future, and the intelligent, responsible leadership of the main political, financial and social figures, as well as the encouragement of many friendly countries, among which, of course, Germany played a very significant part.

We were leaving behind us nearly forty years of autocratic government, and were in an economic and social situation, both domestic and international, that was not the most favourable.

The fundamental instrument employed to bring this complex, stirring time, known in Spain as the Transition, to a successful close, was the never-ending search for consensus, in which the general good was placed above narrow party interests, in which we were capable of distinguishing the most fundamental priorities from secondary issues.

The result is well known. In December 1978, the Spanish people by our own efforts acquired a Constitution that is genuinely all-embracing, one that was made for all and by all, the product of the broadest level of consensus ever achieved among Spaniards.

It is a modern, advanced Constitution, one that guarantees the fullest range of rights and freedoms, with solid, representative institutions that ensure stability and progress, together with the equitable expression of our rich territorial diversity.

All of this is underpinned by a parliamentary monarchy, the symbol of the unity and permanence of the State.

The fact of our Constitution explains why Spain, over the last thirty years, has enjoyed the longest period of democracy, stability and prosperity in its History.

It is a Constitution of undeniable vigour, which is necessary for us to continue advancing in the present and to be able to maintain our welfare, stability and harmonious coexistence in the future.

Spain has come back to its true essence, united by a historic accord, one that respects the plurality of our society and the rich diversity we treasure and which reinforces us.

In response to the unacceptable attempt to shatter this process by force, the Crown did what it had to do, fulfilling its commitment and obligation to assure constitutional legality, and to always defend the democratic model created by the popular will.

Ladies and Gentlemen,

In the field of foreign affairs, Spain recovered its place in Europe, in Euro-Atlantic organizations and in the international scene, together with all the other countries working for peace, human rights, progress and solidarity.

Germany well knows how actively Spain has participated in the construction of the European ideal, that we champion the idea of Europe, and how grateful we are for the Community solidarity that has contributed to our modernization.

Spain?s regaining its place in the world has also enabled it to provide fresh drive and substance to our deeply-felt affection for Iberoamerica, to contribute to the development of the Iberoamerican Summits and to take a leading position in investment and development cooperation in this region. At the same time, it has encouraged our will to stimulate new bilateral ties, and to reinforce those between the European Union and the Mediterranean.

Let me offer some facts to illustrate the scale of the economic and social changes that Spain has undergone.

In just a few decades, we have changed from being a country of many emigrants to one receiving large numbers of immigrants; from being a State eligible to receive development aid to placing ourselves among the leading donors of development assistance, from being an important recipient of foreign investment to being, in addition, one of the principal net exporters of capital on a world scale.

Spain is growing at a rate faster than that of the Community average; it has significantly reduced unemployment and substantially increased per capita income.

The country enjoys a good national health system, an advanced apparatus of social welfare provisions, wide-ranging educational facilities, and new, modern infrastructure in transport and services.

For all of these reasons, I believe I can state, with great satisfaction, that Spain is now a country that is modern, dynamic, open, prosperous and generous.

It is a country, nevertheless, that has had the misfortune to suffer terrorist outrages. This is why we must make it an essential, unswerving priority to end once and for all this cruel scourge, which is bloody and unacceptable and which has caused so many victims in Spain.

We must also face other issues and challenges, some of which are long-standing and structural, while others have arisen more recently.

The best way to address them successfully and to continue modernizing Spain is to intensify our efforts as a mature society, aware of the value of the method and the framework that have enabled these decades of fruitful coexistence, stability and progress within an environment of peace and freedom.

Our aim to achieve understanding, our unity in the face of great challenges, the efficient functioning of our institutions, the cohesion and solidarity amongst Spaniards, these are just some of the basic elements with which we shall continue to construct a better Spain.

Working for the sake of a democratic rule of law, committing oneself to the constitutional framework, and selfless devotion to the Spanish people, these are key factors of the institution that I represent as a symbol of the unity and permanence of the Spanish Nation.

When I speak of Spain and the Spanish, I remember Goethe?s phrase, ?I can promise to be sincere, but not to be impartial?. Beyond a shadow of a doubt, to be of service to one?s country and one?s compatriots is the very essence of the Crown.

Three decades after the beginning of Spain?s impressive transformation, my own aim as King, and that of the institution of the Parliamentary Monarchy, is and continues to be that of encouraging, embodying and channelling, within the framework of our Constitution, all the efforts that may be necessary for us to achieve new milestones in the progress and welfare of this great democratic, united, modern and generous Nation.

This task is one that the Prince of the Asturias will undertake when the moment comes, and he will do so with wholehearted dedication, responsibility and effectiveness.

Once again, thank you very much for the ?Deutscher Medienpreis 2006?, for the hospitality I have received from this beautiful spa town of Baden Baden, and for the patience and good will offered by all present with me at this ceremony.
